Fans have been installed at ground level throughout the plant, positioned 1.5 meters away from electrostatic discharge (ESD) sensitive components, including SMT lines, due to the excessive heat in the city caused by climate change, as the air conditioning systems lack sufficient capacity.

The technical questions that would help clarify this decision are:

  1. Could this situation affect ESD-sensitive components?

  2. Could this impact a recertification audit and potentially result in a non-conformity?

  3. Only airflow was measured; is this measurement method correct?

I don’t think ordinary, non-ionizing, fans will pose an issue around ESDS items for the air in the plant should be balanced with positive and negative ions. Also, as long as they are more than the 300 mm or 12 inches from the ESDS items the fans should also not pose a threat as an insulator or isolated conductor.
If you want to prove it to yourself, you could use a charge plate monitor near your ESDS items and see if there is any imbalance in the ions from the fans
