I have a query regarding the troubleshooting procedure. Do we only apply the troubleshooting approach stated in TR53, or may we use additional ways that are reasonable for the ESD controlled item?

Yes, you are more than welcome to troubleshoot any way you like. The toubleshooting steps in TR53 are given as a guideline based on the experience of the working group members and guests that contributed to the TR. Please note the troubleshooting steps in TR53 are mainly to troubleshoot potential failure modes within the compliance verification procedure and/or test equipment. For troubleshooting common ESD control item failure modes, TR53 suggests you see ESD TR20.20.
