These statements have to do with the internal power source of the meter and the capability of the meter to maintain the voltages required to give accurate measurements. Under load means that when you push the test button and the meter begins its electrification period, the meter will maintain the voltages stated during the time the measurement is being taken.
If the meter falls out of these ranges during your test, you will most likely have inaccurate measurement results
