Metal shelving will be used to store unprotected ESDS items in an EPA area.
This conductive metal shelving relies on contact with an ESD technology primary element to work, making direct contact through an ESD floor or ESD mat that is glued to the ground and its resistance must be less than 1x10*9 ohms.

Is this statement correct?
complies with ANSI ESD S20.20?
Is there anything else I should be aware of?

Sounds good to me. The only other thing to consider is whether charged device ESD or on-board batteries are a concern. If so, the shelf surfaces should have sufficient surface resistance to prevent these.
