S20.20 and IEC61340-5-1

have some question on the two standard, is the content same? what is the difference and what is more strict?

ANSI/ESD S20.20 - 2014 and IEC 61340-5-1 Ed 2 are technically equivalent. There has been an update to ANSI/ESD S20.20 to the 2021 version. IEC 61340-5-1 is going through an update to edition 3 and will be technically equivalent. The changes between the last two additions are to the requirements for product qualification (only for new ESD control items) and alignment between ANSI/ESD S20.20 and IEC 61340-5-1 on insulator measurements.
As far as which one is more strict, both have requirements that are technically equivalent. If you comply with one, you will comply with the other.
