would like to confirm, if ASTM D257 reference can still be use for product qualification because our supplier or most of suppliers, used the D257 as reference and it was written on their documentation.

ASTM D257 is designed for insulators. It does not test to the ANSI/ESD or IEC 61340 tests. That specification does not meet the requirements for product qualification. If products have been using that for qualification, anything qualified before the 2021 version would not have to be requalified but technically, anything qualified by D257 requires a tailoring statement.
Anything after that will need to be qualified to the correct specifications with data to support that.
