Our company is an enterprise engaged in SMT and assembly processing of electronic products. For standing operators in the workshop, static charge is dissipated via the anti‑static shoe‑floor system without wrist straps being worn. The control specification for human‑shoe‑floor system resistance is 1.0×10⁶ ~ 1.0×10⁸ Ω, with the system resistance required to be less than 1.0×10⁹ Ω.
The incoming material specification for finger cots is controlled at <1.0×10¹¹ Ω. When operators wear finger cots, the human‑body system resistance is measured by the CAFÉ electrode, and the measured value is greater than 1.0×10⁹ Ω but less than 1.0×10¹¹ Ω.
Under this working condition, which control threshold shall be applied for the system resistance with finger cots worn: <1.0×10¹¹ Ω or <1.0×10⁹ Ω?

Well , ANSI ESD STM 15.1 ( shortly the 2026 version coming out ) the system resistance need to be less than 1 x 10^11 ohms provided it is tested and passed at preconditioning Rh% 12+/_ 3 and temperature at 20-26 ^C and the compliance verification in use in the EPA is per TR 53 01-2022.
As per the prevailing requirement limit the system resistance ( when worn by the operators ) <1x 10^11 ohms is the max. acceptable limit . Thus , if your measurements remain within this range it is fine .
Currenlty, there are no requirements on finger cots or gloves. While ANSI/ESD STM 15.1 defines a test method and range where the testing is valid, the required limits would be in ANSI/ESD S20.20. The standard is in revision at this time and the limits for finger cots and gloves is being discussed. Right now the limit that is being discussed is less than 1x10*9 as worn. This is work in progress and not final yet.
