Equipment such as the SCS 770758 Dual Combination Tester or EMIT SmartLog Pro 2 is used for the daily verification of personnel grounding devices, including footwear and wrist straps.
Would these testers be considered ESD Control Items under an ANSI/ESD S20.20 program? If so,
should they be treated as part of the Wrist Strap System, Footwear System, or Continuous Monitoring System for qualification purposes (PQR), or are they considered measurement/verification equipment with different qualification requirements?
The equipment you are referring to would be considered integrated checkers under possible compliance verification equipment used in ESD TR53. Product qualification needs to be done per ANSI/ESD S20.20 for ESD control items, not compliance verification equipment.
That being said, it is highly recommended to get all your test equipment calibrated per the manufacturer’s recommendations and to verify its performance from time to time to make sure it is working as expected.

I wish to make few things clear here .
1.First of all the daily verification you have mentioned is basically a periodic compliance verification of the EPE ( Electrostatic Protective Equipment) used in and EPA ( Electrostatic Protective Area)
2. The testers you have referred are not the EPE or ESD control item but they are only the recommended test & measuring instruments for testing the worthiness of the inherent ESD property in the EPE that are being used in an EPA ( Your foot wear - wrist strap - mat are all your EPEs).
3. Per ANSI ESD S 20 20 -2021 , Product qualification is the basic evaluation of an EPE before it is put into use and the tests are very stringent and for many of the items at prescribed environmental conditions ( 12% +/- 3 ) to pass multiple parameters per the prescribed ANSI ESD test methods for each EPE. This ensures that an EPE which has passed the Product qualification tests will perfectly function at any Rh% environment over and above the test conditions as normally in an EPA it would be at a Rh% level more that 30% .
4 Once the EPEs are in use at an EPA the periodic compliance verification is required per ANSI ESD TR 53 -01-2022 as called in the ANSI ESD S 20 20 2021 .
5. The periodic compliance verification is with limited requirement at the ambient conditions in the EPA.
6. The Combo tester you have referred is basically for Compliance verification of your ESD wrist strap & footwear used in an EPA.
7. Continuous monitor ( either it could be only for wrist strap or for both wrist strap and ground monitoring of the workstation ) works as a part of your EPE ( wrist strap & work surface of the work station). S 20 20 does not specify any specific PQ or CV test for the continuous monitors but it is either user defined or to refer to the mfrs guidelines. It ( Continuous monitor ) is neither a PQ nor a CV test testing instrument .
