I would like to inquire: if I am using a continuous wrist strap monitor and maintain less than 1.2 megohms resistance to ground, do I still need to include a tailoring statement?

In my opinion there is no need of any unwanted tailoring statement .
As it is wrist strap system limit of 0.8 to 1.2 meg ohms or up to < 35 megohms is the required and acceptable limit per ANSI /ESD S 20 20 and test method per ANSI ESD S1.1.

The measurement in question is resistance to ground. Technically, I believe this relates to personnel grounding connection to ground (non‑monitored). From my perspective, 1.2 megohms is significantly higher than 2 ohms, which establishes a good connection to ground; in this case, the dissipation would be considerably slower. Could you advise if tailoring is still not required? Additionally, do I need to evaluate the effectiveness of the wrist strap system at both 1.2 megohms and 2 ohms?

Tailoring is not required as you still meet the ESD2020 requirements.

You likely have a megaohm resistor in your wrist strap connection point. The < 2 ohm requirement in ANSI/ESDS20.20 is only for Personnel Ground Wrist Strap Connection (non-monitored). So if you are using a continuous monitor system, this would not apply. Even if you are not using a continuous monitor system the < 2 ohm requirement would change to < 5 megaohms per footnote 10 (If there is a resistor in line, then the limit must be adjusted to less than 5.0 x 10^6 ohms.)
