There are two parts to most materials. The first is a product qualification that should be done before the floor is selected. It should be done per ANSI/ESD STM7.1 and a body voltage test per ANSI/ESD STM97.2. Both require an environment of 12% Rh and 23C with some pre-conditioning time. If that cannot be done, a test patch for the floor should be installed at the lowest RH in the facility. Then testing can be done before a total installation.
If that cannot be done, then a risk evaluation needs to be done. Depending on the type of floor, it may take a while to cure. That is dependent on the floor.
As far as how soon to test after installation, the standards do not specify any particular time that the floor needs to wait. That is something that must be established between the supplier and customer.
If there is product qualification data testing done per ANSI/ESD STM7.1 at 12% and 23C then there is a reasonable expectation that the floor should be compliant after installation.
