Recently I did an ESD Compliance verification audit for an EMS. During audit checked their compliance verification record on mobile equipment (Trolley with multi layer). Their records shows only 1 layer RTG measurement. When asked on other layer reading they claim that the Standard does not specify all layers need to be checked as per Note f 7.3.13.1 Resistance to Ground. Repeat compliance verification procedure for additional mobile equipment areas to be verified. The TR 53-01-22 does not clearly specified all layer must be verified. But the Figure 30: Shelving and 31: Mobile Equipment (Working Surfaces) Resistance to Ground shows all layer to be verified.
Is my finding valid?
Yes, my opinion is the same. All surfaces (worksurfaces) must be verified at one area, TR53 says it clearly. When the qualification is prepared, one surface must be checked with few points, as e.g. it is in STM 4.1, Figure 1.
Never could be OK to check only one shelf and forget rest of them during verification.

Each working surface need to be checked for its compliance verification per TR53^(R) 53-01-22 a each layer is to be connected to ground and not in series. f 7.3.13.1 Resistance to Ground. Repeat compliance verification procedure for additional mobile equipment areas to be verified. itself is very clear to state that it is all layers .
However , if they (user) have recorded in their ESD control program plan that they use only particular layer for their ESD control activity and the rest surface only as casual storage for non ESD devices then it would be a different issue.
Your finding is valid if there is no rationale statement in their plan . Perhaps the user need to refer to TR53^(R) 53-01-22 again.
