in 8.3.1. of S20-20-2021, there is statement as following
When using an electrostatic field meter, the reading shall be less than 2000 volts when measured at the meter’s stipulated measuring distance.
So the reading not in the surface on insulator, is am right?

Under 8.3.1 for Insulators in ANSi/ESD S20.20.2021.you will see the following words which is pretty clear differentiating between the two instruments.
You are right and ,it is not the voltage on the surface of the insulator .
ELECTROSTATIC FIELD METERS measure the electrostatic field produced by a charged surface located some stipulated distance away (voltage per unit distance as per the mfrs. specifications ) from the sensor that is referenced to ground.
