At present, no relevant clauses are found in ansi/esd s13.1-2019. Whether other standards can be referred to? Thank you.

Does it come into contact with your product?
We have PCBA heaters in our rework stations, and we validate that they are properly grounded and that the charge present (if any) is below 100v. If this is your case, you should be ok handling it as a worksurface/equipment.
