would like to ask if DoD can be tailored as well. do we need to provide a technical rationale for the this exclusion?

No, you do not have to tailor for the DOD requirements. It only applies if you do work for the Department of Defense for the United States. If you do not do any work for them, that section simply does not apply.

Just to clarify… do you have DoD contracts and you were looking to create a tailoring statement? Just re-reading your original message… it sounds like you are asking “Can the DoD requirement be tailored and if so do we need to provide a technical rationale?”

no we don’t have any contracts under DoD.
