Here is a new one for me… are building lightning rods a requirement for an ESD Control plan in setting up an EPA? or is it maybe a good idea or best practice? Just wondering.

Matt, lightning rods are not required for an ESD control program. To install them use NFPA 780 or IEC 62305 for the requirements. These standards will have a low impedence to ground to help prevent damage to buildings or equipement.
I believe UL96 is another nationally recognized standard for their installation and follow up inspections.
